2007 / 2013 Categorisation

This dataset provides the *planned* EU allocation to categorisation system codes as adopted in ERDF, CF and ESF programmes at the end 2008 and the end of 2015.
The values at the moment of closure of the period 2007-2013 are provided in this dataset: https://cohesiondata.ec.europa.eu/2007-2013/ESIF-2007-2013-categorisation-raw-data-from-closur/qt3c-wiyg
Each row presents a volume of EU support allocated to a categorisation dimension codes. The programme documents only provided planned financial information on three dimensions, namely;
- Priority themes (actions supported)
- Form of Finance (grants, loans, etc.)
- Territorial context (urban, rural, etc.)
The full categorisation information system 2007-2013 was composed of 5 dimension providing information on:
- Priority themes (activities supported)
- Form of Finance
- Territorial context
- Location (NUTS codes)
- Economic Dimension
Information on the last two dimensions was not provided in the programmes but only in the annual reporting.
This data is of interest because it allows an analysis of time of the planned use of the EU support by 3 different dimensions. I show the detailed changes in thematic allocation between 2008 and 2015 allowing to look re-progamming.

2014 / 2020 Categorisation
Dataset
The categorisation system for Cohesion Policy Funds 2014-2020 (ERDF, ESF and Cohesion Fund) foresees 123 Intervention Field codes for the actions or activities financed by the three Funds. The planned allocation to those codes provide detailed thematic / sectoral information on the planned investments by theme.

This lookup dataset maps the 123 intervention field codes to higher level "cross cutting" themes such as "climate change", "innovation" "enterprise support" and others combinations. It provides the Commission"s recommend list of codes to be used when assessing the financial allocations to these cross cutting themes.
The dataset also identifies the codes that are taken into account for the tracking of Climate change action along with the weightings applied.

This lookup table maps the ERDF/ESF-YEI/CF programmes (Along with ENI and IPAE programmes) to relevant NUTS codes as provided by the programmes in their programme documents.
The column "Fund-Sole" provides a mapping of each specific fund to a specific programme. However some programmes are funded from several funds as shown by the column "Fund-All".
The NUTS 2010 version is used.

This dataset provides the raw cumulative categorisation data on the projects selected for support as reported in the 322 ERDF/CF programme annual Implementation reports (AIR) as at end 2014. The dataset is not a final picture of what was financed during 2007-2013. Each row presents a volume of EU support allocated to selected projects along with a combination of categorisation dimension codes. The Categorisation information system 2007-2013 was composed of 5 dimension providing information on:
- Priority themes (activities supported)
- Form of Finance
- Territorial context
- Location (NUTS codes)
- Economic Dimension
This raw data is of interest because it allows cross analysis of the different dimensions to answer questions such as:
- Which industries were supported under enterprise support measures? - (Comparing Priority themes vs Economic dimension)
- What sectors benefited from support to research activities
- What form of finance was used to deliver support to energy efficiency measures? - (comparing form of finance vs Priority theme)

2014 / 2020 Finances
Dataset
As part of the CRII/CRII+ package, at the request of a country, the expenditure declared in 2020-2021 accounting exercise could be financed 100% by EU resources. This option of 100% European co-financing is one of the most popular measures with the majority of modified programmes making use of this possibility.
The data below shows the number modified programmes with 100% EU co-financing in relation to the total number of cohesion policy programmes by country (TC = Interreg programmes). The table also counts the total number of priority exes (investments envelopes) and the number with 100% EU cofinancing.

2014 / 2020 Categorisation

This dataset contains the cumulative financial data reported by all cohesion policy fund programmes in its raw form with financing (costs supported and expenditure reported) linked to specific categorisation dimension codes.
The dataset does *not* contain information on planned spending by categorisation codes. Becasue of the data structure that is not possible in this format.

2014 / 2020 Indicators
Dataset
This dataset provides information on expected achievements (targets) set for ERDF and Cohesion Fund programmes **specific indicators** defined by national and regional programmes, the decided (forecasts from selected projects) and implemented values.
The reference date for the annual reporting of progress by the programmes achievements is the end of each calendar year.
This dataset contains:
- Time series of the cumulative amounts reported annually for decided and implemented values (i.e. 2016 values include the 2015 values);
- To avoid double counting, the cumulative values from different years **should NOT be aggregated**;
- Allows comparison of the targets year on year (targets change with reallocation of financial resources);
- Allows comparison of decided (forecast) and implemented values with the targets set (allowing users to calculate the % rate of progress);

2007 / 2013 Indicators

The data available provides ** VALUES BY PROGRAMME ** for outputs under 18 core indicators reported by over 300 ERDF/CF programmes across the EU.

Last data update: March 2018.
The values reported relate to achievements tracked in monitoring systems as reported by projects financed with EU investments in the period 2007-2015.
For three Member States - Croatia, Romania and Slokavia - the final values may include projects finances also in 2016 under specific provisions; in those cases the final values are nonetheless reported as "2015" in order to allow aggregation.
1. BACKGROUND:
After the negotiations on the ERDF and Cohesion Fund operational programmes (OPs) for 2007-2013, the Commission recommended the use of 'core indicators' for the main intervention areas. Core indicators can be used to compare and aggregate data across similar priorities or measures. Reporting on core indicators was not a legal obligation in 2007-2013. As a pilot, voluntary exercise it allowed the Member States (MS) and the Commission to establish reporting routines and detecting practical reporting issues. The effort undertaken to report against core indicators has improved accountability in the use of the Funds. Strategic reports were submitted by the MS twice in the course of the programming period (in 2009 and 2012), including core indicator data to communicate progress towards achieving policy objectives. Thanks to the use of core indicators, this was the first programme period in which indicator data could be aggregated and analysed across programmes.
2. USING THE DATA:
The data is provided by programme in annual cumulative time series 2012-2015 where values were reported. Annual value can be compare but **SHOULD NOT BE AGGREGATED** as they are already cumulative.
3. SCOPE OF THE DATA:
As part of the ex-post evaluation the reported indicators values for 2012 and 2013 available were examined in 2014-2015 by independent consultants. The synthesis report of their work (March 2015) is available here: http://ec.europa.eu/regional_policy/en/policy/evaluations/ec/2007-2013/#1
The values for 2014 and 2015 were established by DG REGIO by comparing the values reported by the programme authorities for those years with the work of the consultant on the values reported for 2012 and 2013 and compiling a picture of the progress. The 2015 data is derived from the final report programme reports received in March 2017.

The indicator "CO00 Aggregated Jobs (FTE)" found in the dataset is the result of calculations made by DG REGIO to provide a corrected aggregate value for indicators CO01, CO06, CO09 and CO35. In examining the data reported it became clear that CO01 was often not a correct

This file contains enterprise related "categorisation data", showing the total programmed/reprogrammed amounts and the increases / decreases, from the ERDF/ESF programmes as adopted since 1/2/2020 mainly in response to the COVID-19 pandemic. The data is in current prices. It is updated daily to reflect reprogramming by the programmes.

- Categories of intervention (24) codes : 001, 002, 003, 004, 056, 057, 062, 063, 064, 065, 066, 067, 068, 069, 070, 071, 072, 073, 074, 075, 076, 077, 104, 106.
- Lower limit date: 31/01/2020
- Upper limit date: current date
The categorisation system is defined in Implementing Regulation 215/2014 with 8 dimensions - http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32014R0215. These dimension represent different ways of categorising the nature of the EU support (i.e. the intervention (activity) field, the form of finance, the territorial context, etc.). In this report only the health Intervention Fields are presented.
