This dataset provides information on planned total and EU financing under the different ESI Funds (2014-2020) in current prices. The data is taken from the adopted financial tables and is broken down by fund, programme, priority axis, thematic objective and category of region (more developed, less developed, etc. where available). It is updated daily to reflect any modifications (i.e; thematic reallocations) agreed between the Member States and the Commission.
The data cover the more than 530 programmes and includes the EU and national co-financing covered by the adoption decision. Financial allocations in the programme financial table may change over time (i.e. transfers between themes, between funds). The first wave of major changes took place at end 2017 as a result of the allocation of the "technical adjustment" and the increase in the allocation to the Youth Employment initiative.
- For ERDF, ESF and CF the "priority" columns relate to the priority axis (financing blocks) in the programmes; the "investment priority" relates to the fixed lists of defined investment objectives set in the three specific fund Regulations.
- For the European Agricultural fund for Rural Development (EAFRD) detail is also provided by EAFRD "Focus areas" and "Measures" (the EAFRD Focus Areas are detailed in the EAFRD fund regulation - Article 5 and the EAFRD measures in Article 13-40 of the relevant Implementing Regulation).

2014 / 2020 Categorisation

The categorisation system for Cohesion Policy Funds 2014-2020 (ERDF, ESF and Cohesion Fund) foresees 123 Intervention Field codes for the actions or activities financed by the three Funds. The planned allocation to those codes provide detailed thematic / sectoral information on the planned investments by theme.

This lookup dataset maps the 123 intervention field codes to higher level "cross cutting" themes such as "climate change", "innovation" "enterprise support" and others combinations. It provides the Commission"s recommend list of codes to be used when assessing the financial allocations to these cross cutting themes.
The dataset also identifies the codes that are taken into account for the tracking of Climate change action along with the weightings applied.

This lookup table maps the ERDF/ESF-YEI/CF programmes (Along with ENI and IPAE programmes) to relevant NUTS codes as provided by the programmes in their programme documents.
The column "Fund-Sole" provides a mapping of each specific fund to a specific programme. However some programmes are funded from several funds as shown by the column "Fund-All".
The NUTS 2010 version is used.

During 2020, many countries and regions will amend their ERDF and ESF programmes to transfer funds to actions targeting the COVID-19 response. Several programmes have discussed with the Commission their plans to add programmes specific indicators for new actions targeting the COVID-19 response to capture the outputs from expenditure.
In order to exploit programme specific indicators, which could be commonly applied across Member States, the Commission services proposed a voluntary list of such indicators to the Member States on 12 May, to be used when relevant. The use of the unique codes and names will allow the Commission to make use of the monitoring done by the cooperating programmes. A wide use of these codes and indicators would be highly valued for accountability, transparency and communication at the National and EU levels. It the programmes take up these specific indicators the targets will become available later in 2020 with the first report of implementation due in May 2021.

This dataset provides the raw cumulative categorisation data on the projects selected for support as reported in the 322 ERDF/CF programme annual Implementation reports (AIR) as at end 2014. The dataset is not a final picture of what was financed during 2007-2013. Each row presents a volume of EU support allocated to selected projects along with a combination of categorisation dimension codes. The Categorisation information system 2007-2013 was composed of 5 dimension providing information on:
- Priority themes (activities supported)
- Form of Finance
- Territorial context
- Location (NUTS codes)
- Economic Dimension
This raw data is of interest because it allows cross analysis of the different dimensions to answer questions such as:
- Which industries were supported under enterprise support measures? - (Comparing Priority themes vs Economic dimension)
- What sectors benefited from support to research activities
- What form of finance was used to deliver support to energy efficiency measures? - (comparing form of finance vs Priority theme)
